What would you do?

My friend Shree had been working as a nurse at a hospital for a year when she was separated. The reason given was not following company policy: she didn’t call the doctor about an event that happened, as should have been done. I would be curious if anyone has some advice for her.
1. What should she say when asked by prospective employers why she left her old company?
2. One placed she’d like to work is the government. Is there a source that lists government nursing jobs, say for the Veteran’s Administration?
